CHIEF EXECUTIVE OFFICER

Nicholas Atkins

A lifelong entrepreneur, Mr. Atkins has founded, developed, and exited numerous successful businesses in the oil and gas industry while creating shareholder value. Mr. Atkins started WestWater Energy in 2007 with his first wastewater treatment facility (Pumpkin Buttes) in the Powder River Basin, Wyoming and under his leadership the company grew to 6 locations in Utah, Wyoming, Colorado, and North Dakota disposing and recycling over 30,000,000 barrels of flowback & produced water a year as it transformed into a leader in the technology for oil and gas wastewater disposal. Mr. Atkins built the company with the mission & commitment to cleaning up wastewater and drilling fluids in environmentally friendly ways with minimal impact on the environment. WestWater Energy experienced significant growth and transformation both organically and through the strategic acquisition of oilfield services and technologies under his leadership. WestWater was sold in 2014 to Natural Gas Partners portfolio company Oilfield Water Logistics (OWL). He started Water Energy Services (WES) which has undergone considerable growth by acquiring publicly traded Key Energy Services Water Division effectively transforming WES into a market leader in the water management space.  Mr. Atkins graduated in 1985 from the University of California at Los Angeles (UCLA) in history and finance and lives in San Antonio, Texas.

 

PRESIDENT/MANAGING PARTNER

Rudy Concha

Mr. Concha serves as President/ Managing Partner of WES. Mr. Concha has over three decades of experience in management as an owner and senior-level positions in various private companies in and out of the Energy Sector. He’s responsible for Marketing & Strategic Planning and creating investment platforms around emerging energy trends for WES. Mr. Concha is a Partner at RLC Holdings, where he leads the firm’s energy investing efforts. Also, Mr. Concha is a Partner at Security Real Estate where he serves in a variety of leadership positions including head of the Principal Investments. He also serves as a member of the Investment Committee where he oversees the company’s corporate private equity investment funds.

 

EXECUTIVE VICE PRESIDENT

Jamie Downs

Jamie Downs has 30 years of management and finance experience in several industries including Oilfield, Banking and Manufacturing. He has held positions of President, Vice President and Manager for Wells Fargo Bank, Security State Bank and Texas Champion Bank. As a leader and entrepreneur Jamie understands the inherent opportunities presented in the Oil and Gas, Wastewater industries. He started and managed his own oilfield services company with SWDs before selling in 2014. As EVP at WES, Mr. Downs’ experience is applied to all aspects of the business with attention to strategic planning, finance and acquisitions. He is active in the community as has served on several boards including 6 years as Trustee for Pleasanton Independent School District. Jamie is a graduate of Wells Fargo College of Commercial Credit and Texas Tech University Management LEAD.

 

CHIEF OPERATING OFFICER

Grady White

Mr. White serves as Chief Operating Officer for WES. He previously served in a variety of roles as Executive Vice President/Business Development including management for WES. He also assists in corporate development and serves as a member of multiple cross-departmental, operational and efficiency task forces. As the Executive Vice President, Mr. White oversaw water sourcing, containment, mapping, remote monitoring, transfer, and treatment operations. As a native of West Texas, Mr. White maintains great relationships in the Permian and Eagle Ford Basins. Prior to joining the team, Mr. White started his own Midstream Water Management Company which he grew to over $100 million. He then sold to a larger OFS company where he served as Executive Vice President overseeing the strategy and performance of all water-related services. In addition, Mr. White also coordinated all strategic debt financing solutions, including general support for public and private oilfield service companies. Mr. White graduated with a Bachelor of Science Degree in Business from Tarleton State University.

 
Assets Operations Manager

ASSETS OPERATIONS MANAGER

Houston Hefley

Houston Hefley is currently WES' Assets Operations Manager, overseeing the day-to-day operations of its saltwater disposals, surface, and sub surface. Houston has been employed in the oil & gas industry for 25 years and has a diversified background in drilling, completions, production, well control and injection wells. For the past five years Houston's primary focus has been on the recompletion and maintenance of high pressure - high volume injections wells.  Houston is currently exploring cutting edge technology that involves the recovery of hydrocarbons from production water and applying these techniques to Water Energy Services saltwater disposals. Mr. Hefley graduated from Texas Tech University in 2007 with a degree in Science.

 

SENIOR FINANCIAL ANALYST

Mario Flores

Mr. Flores has a Master of Business Administration in Financial Analytics from Texas A&M University-San Antonio. Mario brings a dynamic and innovative approach to his role at WES.

As the Senior Financial Analyst, Mario excels in creating detailed financial models that are crucial for strategic planning and decision-making. His initiative in overhauling the company’s billing and cash flow systems through an advanced invoicing system has notably streamlined these essential operations. His expertise extends to conducting thorough financial audits, identifying and executing cost-saving and efficiency-enhancing strategies, significantly bolstering the company’s financial health.

Previously, Mario demonstrated his financial acumen as a Finance Manager at the Army Medical Logistics Command, where he effectively managed complex financial operations and the Inter/Intra Service Support Agreement Program.

A Certified ScrumMaster and Project Management Professional, Mario is committed to continuous learning and application of the latest industry practices. Fluent in Spanish and English, he communicates effectively across diverse teams, enhancing collaboration and understanding.

 

EXECUTIVE VP BUSINESS DEVELOPMENT / HSE

David Hoffman

Mr. Hoffman has held various Sales & Marketing roles in the oil and gas industry for over 40 years. Prior to joining WES, he spent the last several years with Basic Energy Services and Key Energy Services, where he served in a variety of sales, marketing, and pricing roles of increasing responsibility, including Southern District Manager & Marketing. Mr. Hoffman has led the sales, marketing, and pricing strategy for business segments generating over $1 billion in annual revenues and leading sales teams of over 250 people. Mr Hoffman has held sales and marketing roles with other companies such as, Mountain Valley Supply and other waste and environmental service companies. Mr. Hoffman studied business management and marketing from Texas State University.

 

Justin Hardy

West Texas Regional Mgr.
Midland, Texas

Justin served 8 years in the United States marine corps as logistical supervisor and started working logistics in the oilfield in 2008. He has been COO for multiple trucking companies in the Permian basin and specializes in the Lease Operator Program and general water logistics in the Permian basin. He attended Weatherford College where studied business and accounting. He has been married 15 years, has 5 kids, and is an avid sports fan.

Baldo Rivera

District Mgr.
Charlotte / Carrizo Springs / Zapata, Texas

Born and raised in Zapata, TX with 10 year law enforcement background. Came to Oil&gas industry in 2007 as a field truck supervisor for Basic Energy and ascended to sales and then management in the Zapata and Eagle Ford area. I have supervised and managed multiple Vacuum truck yards for Basic Energy and Key Energy in Zapata, Eagle Ford, and Permian Basin from 2007 until now (2021) joining WES team in Charlotte and Carrizo Springs, TX. I enjoy cooking out, fishing, hunting and spending time with my children and family.
